Mayor Di An Putnam was elected to her first term as Mayor of the City of Winnemucca in 2006. The Mayor is the official head of the City and is elected for a four (4) year term. The Mayor presides at all meetings of the Council and votes only in the case of a tie in ordinances, resolutions and other Council actions. The Mayor has veto power over the Council's votes but can be overridden by a 4/5 Council vote.
The City Council is the governing body of the City of Winnemucca. There are five (5) Council Seats of which all officers serve four (4) year staggered terms. City Council Seats 1, 3 and 5 are up for election (in the 2016 general election) while Seats 2 and 4 are up for election along with the Mayoral seat (in the 2014 general election). Candidates run for office and are elected by the electors of the City at large. Three (3) members of the Council constitute a quorum and may conduct City business. City Manager Steve West has been on the job since November 1, 1982. The City Manager is the administrative head of the City government. The City Manager is appointed by the City Council for an indefinite term to supervise the administrative affairs of the City and to carry out policies set by the Council. City Attorney Kent Maher has been advising the Council since July 1, 2004. The City Attorney provides all the non-criminal legal services for the City. Kent is called upon to advise the Council, City Manager, department heads and offices of the City on matters and procedures of the City that must be in conformity with the law. The City Attorney formulates Ordinances and Resolutions according to state and local laws. The District Attorney's office, acting as the City Prosecutor, provides City criminal services.
City Clerk / Treasurer Eddy Davis has held this position since August 1, 2006. The City Clerk / Treasurer is appointed by the Mayor with confirmation by the City Council, and is responsible for maintaining all of the Council records and proceedings, and all records of the various departments.
