The City Clerk is responsible for maintaining all of the Council records and proceedings, and all records of the various departments. The State of Nevada also outlines those duties in NRS 266.480. The professional staff in the City Clerk’s office handles a variety of services to meet the needs of the public. Those services include the issuance of Business, Liquor and Gaming licenses; assistance with the Building Inspector’s office; Utility Billing questions and payments; the Election process in conjunction with the Humboldt County Clerk’s office according to NRS 293C; questions and scheduling regarding Recreation in the community; Golf Course fees; Resolutions; Ordinances (Winnemucca Municipal Code); and many other duties on a daily basis. The duties of the City Treasurer (also outlined by NRS 266.500) include responsibilities in Payroll, Accounts Payable, General Ledger Fund Accounting, Capital Assets & Depreciation, Investments, certain aspects of Human Resources, Audits, Budgets and special projects as required.
