The City Council meets for the purposes of making and amending City laws and ordinances, developing policy and making decisions for governing the City. The Council meets on the first and third Tuesday of each month (unless scheduled otherwise) at 2:00 p.m. in the City Hall meeting room located at 90 West Fourth Street. The meetings are open to the public and all are invited to attend. The Mayor is the official head of the City elected for a four-year term. The Mayor presides over all meetings of the Council and votes only in the case of a tie on ordinances, resolutions and other Council actions. The Mayor has veto power over the Council votes but can be overridden by a four (4) or five (5) Council vote. The Council is the governing body of the City. There are five (5) Council seats and the Council members are elected by the electors of the City at large and serve four-year, staggered terms. If you wish to address the Mayor and City Council regarding an item of interest to you on the agenda, please advise the City Clerk before the meeting begins so that you may be correctly identified in the meeting minutes. If you desire to place a subject on the agenda that needs to be addressed or requires a vote of the Council, please make your request, in writing by postal mail or email to the City Clerk at least one (1) week prior to the scheduled meeting date. You may also drop off your written request at City Hall.
The agenda for the City Council meeting is physically posted at the following locations in Winnemucca, Nevada by 9:00 a.m. three (3) working days prior to the scheduled meeting date:

- Humboldt County Library, 85 E. Fifth St.
- United States Post Office, 850 Hanson St.
Upon request, the City Council meeting agenda will be sent to the requester by regular mail or email. Request may be made by contacting the City Clerk/Treasurer.

The City Clerk is responsible for the preparation of the written meeting minutes. All City Council meetings are recorded in audio format.
