The City Council meets for the purposes of making and amending City laws and ordinances, developing policy, and making decisions for governing the City. The regular Council meetings are on the first and third Tuesday of each month (in months with four Tuesdays), and on the second and fourth Tuesdays of each month (in months with five Tuesdays), except for the months of July and December (which will have only one meeting at the beginning of the month according to the same “number of Tuesdays” rule) at 2:00 p.m. in the City Hall meeting room located at 90 West Fourth Street. The meetings are open to the public and all are invited to attend. The Council is the governing body of the City. There are five (5) Council seats and members are elected by the electors of the City at large and serve four-year, staggered terms. The Mayor is the chief executive of the City, elected for a four-year term, who presides over all meetings of the Council and votes on Council actions only in the case of a tie vote. The Mayor has veto power over the Council votes, but such a veto can be overridden by a four (4) member majority of the Council. See Winnemucca Municipal Code Title 2, Chapter 2.16 regarding meeting guidelines.

By Nevada State Law, anyone may make Public Comments on any topic they so desire during the time periods set forth on the Agenda for Public Comment. The Council is precluded by State Law from taking action on such comments during the meeting at which comments are made. Anyone desiring to address the Mayor and/or City Council regarding an item of City business on a published Agenda at a City Council meeting is requested to advise the City Clerk before the meeting begins to allow correct identification in the meeting minutes. To request placement of a matter on a meeting agenda so that the topic may have action taken by the Council, the request must be made in writing and delivered to the City Clerk in person, by the U.S. Postal Service, or via email to the City Clerk at least two (2) weeks prior to the scheduled meeting date.

The agenda for a City Council meeting is posted by 9:00 a.m. three (3) working days prior to the scheduled meeting date electronically at the City of Winnemucca website under the Mayor & City Council tab, the Nevada Public Notice website, and the following physical locations in Winnemucca, Nevada:

  • City Hall, 90 W. Fourth St.
  • Humboldt County Annex building, 25 W. Fourth St.
  • Humboldt County Courthouse, 50 W. Fifth St.
  • Humboldt County Library, 85 E. Fifth St.
  • United States Post Office, 850 Hanson St.

Upon request, a City Council meeting agenda will be sent to the requester by regular mail or email. Request may be made by contacting the City Clerk.

The written City Council meeting minutes briefly describe the general discussion, any action taken and the votes of the Council members at all City Council meetings. The City Clerk is responsible for the preparation of the written meeting minutes. All City Council meetings are recorded in audio format.
